Fractions are direct proportions. 
So when you have [tex] \frac{4}{8} [/tex] you can simplify the fraction
  [tex] \frac{2}{4} [/tex] and simplify even further to [tex] \frac{1}{2} [/tex]. This would be a fraction in simplest form
